Both are fun games. I don't own Congo, but I've played it a lot. The volcano is super sweet, and it's got one of the most unique skill shots in the universe. People complain about the lower playfield, but I dig it. It think it's a lot of fun to mash buttons like an ape to hit those targets sometimes. But man... The theme is a killer for me.
I think if it came down to it, I'd still have White Water. The music progression is fantastic, and the shots are randomized, so no two games are alike. And if you play it right, it's got a really nice combo system. The other day, I comboed 5 times the fun with camera craze AND multiball. Holy smokes. What a rush. It's no BSD in terms of combos, but it's damn close.
There are some clever mini-modes in WW, like Hotfoot Bigfoot, Camera Craze, and Goldrush Multiball, and Whirlpool Multiball that tie things together.

I wouldn't consider the Vacation Jackpot a mode. It's an award. Wet Willies is the Wizard Mode. Once you get all the rafts, which is not at all easy, you'll enter Wet Willies, which is a 2-stage mode.
Stage 1 is hit all the shots for a progressively higher award.
Stage 2 is hit the scanning shot for 100 million points while being timed. It's very similar to getting the super jackpot in AFM.
You can complete wet willies without getting the vacation jackpot. It's like the scarf in Shadow. You gotta complete the vacation planner, which is a feat in of itself.
