congo display problems

My congo is displaying a scrolling horizontal line.Everything else is working normally. I think it is a capacitor on the av board but i don't know which to replace.Any help would be appreciated I don't want to buy a new board if I don't have to.

There are two big caps next to the video circuitry at the top of the board. These are the caps. The audio circuitry also has caps. The audio circuitry should be easy to rule out as it has two audio amps with large metal sinks on the and those are at the bottom of the board near the audio speaker connectors.

Those look to be c28 and c42 I should be able to pick those up at local electronics store.
