According to ipdb congo is a wpc95 game - so the chips should be fine in a wpc95 cpu board. I don't see any rom dumps specific to the conversion kit for wpc-s, but an older message on rec.games.pinball indicates that these do exist.

If your chips are specifically for the wpc-s version you should get those dumped since neither planetary nor ipdb has them listed, nor do they seem to be integrated into pinmame (at least the older verison I have) - usually pinmame is pretty good about have all the versions known supported.
