If there's no power to the coin lockout coil, check the credit wheel unit. Looking at the schematic, the coin lockout coil will only energize when the credit unit shows zero. You can manually reset the credit unit to zero and then see if the coin lockout coil energizes...

On most pinball machines, when the coin lockout coil is energized, it will position the coin mech to accept coins and trip the coin switch. When the coin lockout coil is not energized, it will divert coins to the coin return tray. If you look at the replay unit / zero position switch, the switch with the brown/yellow wire and the red/white wire should be closed for power to get to the coin lockout coil... What switch was adjusted to get the machine into free play mode?
