Agreed, this is a master class in classic Bally/Stern diagnostics. Thanks Cody.
Final update:
Not exactly understanding the process of checking voltage at the "tranny collector" I went ahead and changed out the U3 chip and checked the CR11 diode. The diode had the same reading as those next to it so I figured it is fine. After replacing the U3 chip I'm still having the same problem. I purchased another solenoid board to go ahead and get the game working properly. Anyone know of someone that can repair this board for me without breaking the bank? I emailed "Steve K" about a week ago and never got a reply (advertises that he fixes boards). I may try to sell it as it is to recoop some of my expense I paid on the new board or it may be nice to get it fixed and keep for a future project.

Steve is taking a break from board repair.
Quoted from ChrisHibler:No worries. We will get the game going again. On the playfield bottom, nearly between the flippers, you will find a 1 amp sloblo fuse. Remove it. Use your meter to test for continuity across the fuse. Let's see if it's blown.

I just realized that this fuse is blown because my solenoids 1, 3, 8-12 weren't firing during the test. Any idea what would cause this?
