Usually transistors conduct or they don't.

A couple of things to try....

Pull the connector and ground the female pin to that solenoid. Okay or weak?

Put the connector back on and ground the metal tab of the transistor. Okay or weak?

Oh, and this was a transistor from FRY's but not an exact one, right? You might try swapping transistors and see if the weak coil moves. Then you'll know.
