Coil and Lamp blown fuses on Sega The Lost World

I have a 1997 Sega The Lost World Jurassic Park that I brought home. I have not seen it in playing condition and I don't know if any needed mods have been done. All boards are original and do not appear to have any repairs done to them. I replaced the off board battery holder with nvram. No acid damage on the board. The diagnostics brought me to blown fuses on the I/O Power Driver Board at F-21, 50v Coils and F-22, 18v Controlled Lamps. The fuse clips are not burnt or corroded. About half of the playfield lamps look burnt and have what looks like black soot on the lamp holders. (see pictures below). The flippers work in test mode but none of the others coils.
I’m waiting for delivery of new slow blow fuses but wile I wait I thought I’d try to do some diagnosing. I have a multi-meter that I am still getting acquainted with and can solder.
I am going to check all the coils with the multi-meter but I’m not sure where to start with the lamps. Is there a correlation between the two blown fuses? Any advice as what to check?

The black soot is solenoid dust mixed with just dust, dirt, and grime from inside the machine. Just clean it off. It MIGHT be conductive since the solenoid dust is from the plungers hammering the coil stops, but probably not. Vacuum it up or use dampened rags to clean it off; dampened Qtips on the playfield inserts to clean those.

If you put the fuses in and they blow, then start diagnosis. For the solenoid fuse might be a burned driver. Wouldn't hurt to meter out the coils to check for dead shorts (anything <2 ohms would be suspect). For the lamps could be a bad bridge or a burned driver. Couple ways to diagnose this but nothing can happen until you get some fuses (or circuit breakers). Could also be a shorted lamp under the playfield to something with higher voltage that shouldn't be on that circuit (like solenoid voltage).

The coils all tested good on the meter. My fuses arrived today and after changing them it is playing 100%, except for the snagger which was working in test mode. I’ll start going over it and will ask for help agin if I get stuck. I’ve played an hour now and it is not blowing fuses yet. Thanks for the help.
