Adjusting the mini pf to fit with the protector is not bad. Don't file the pf, enlongate the mini pf mounting holes to allow it to move back further. It doesn't take much.

Can't. The bracket that holds the mpf to the pf sits on top of the pf. Even if you put washers between the mpf and the bracket, it would still raise the entire assembly. You would either need to lightly route where the bracket sits on the pf, or grind down the bracket.
