Because I didn't want to have some white reels, and some old yellowed, I had my sister print out your numbers on her Cricut and manually applied them were needed. Size isn't perfect, but it looks great! It just took a few nights sitting in front of the TV to apply them all.
The 9 is original, obviously. Everything else is replaced, including the background reel.

Are you sure they are printed at 100% size?
I've had the reel in my hand when I made this file and matched up perfectly.
This kind of thing happens when you adjust the print to fit to page.
It really should be "do not adjust to paper size"...
