I've got a GLobetrotters and I noticed many of the inserts are dim, when looking underneath the light is ok but it looks like the plastic is dirty/dusty.

Can I use some alcohol on a q-tip and try to clean the underside or will the alcohol react with the plastic and film it over?

I did some last night, Pretty much a pain to do though. For each one either the housing must be bent backwards (makes me nervous as its old and brittle) or unscrewed, but I can't unscrew easily as every one has a big blob of solder on the screw/ground wire which is always a pain to get a iron and sucker to.. so I did about 10 lights last night. Most of the inserts were literally black when looking from underside.

as you say, makes a HUGE difference! those things are twice as bright now.
