City Slicker No Sound Sound Board LEDs Don't Flash

Have a City Slicker and it has no sound. I have 5v at the test point. I dont see any flashes when the game boots. Not sure when the sound board leds are supposed to blink. If I hit the test button on the sound board I get nothing. If I turn the volume all the way up I have white noise. I clipped out C30 cap per bally service doc. Not sure where to go from here.

ChrisHibler yeah it doesnt look like it is doing anything. do you know which pin the 12v comes in on?

Do you think the sound rom may be bad? Would that make the led not blink?

Replaced the ROM socket looks good still no blinking from the LED.
