That's true - too many people paying less in gas tax because they spent extra money for highly fuel efficient hybrids!

Everything is justified because they have to make up for all the lost revenue/taxes on the repealed Soda tax. Which never really went into effect, so they never actually received any revenue from it -> but now they claim it as a big loss. Can you lose what you never had?
