Go through all the switches on your score reels as that sounds like the problems you are having that are not allowing the game to reset. Clean AND adjust.

Unfortunately I have to disagree with your advice here.
What to do instead: Slowly and carefully diagnose one problem at a time and then fix only that.

Although I agreed with you on the entire machine on the other thread, the score reels are just one of those things you have to go through to even inch towards a working machine. Not a big process or system either - you'll know if you mess something up and if you only do one you'll encounter the same issues as they all kind of rely on each other which is why it is good to do them all.

I don't know the ratio off-hand. I usually do it by eye and get them gapped enough to not only where they don't touch but also where they don't activate with vibration or randomly.

The score reel parts that push on these switches are usually pretty powerful so they do not need to be super close at all, just "close enough" to win.

If you power cycle a game with a relay sticking that is locking on a score reel coil (bad bad! this will melt your coil, troubleshoot sparingly), the power loss will de-energize the coil, the plunger will pull out like it is supposed to, and effectively finish a cycle which will then advance the number when the power shuts off. This is a surefire sign that your score reel coil is sticking. Unless of course it only advances when you turn the game BACK ON, and that's something totally different in the entirety.
