Maybe the chime plungers are wore out, too short, and need replacing. Also check the pad they rest on is still good.
You could temporarily switch 10 point and 100 point plungers to see if it works.
I have seen a plunger if it's too short, it won't hit the chime good during quick actual game coil pulses, but worked when manually pressed. Just some ideas
