    I have seen 5 WPC games already like this. Sounds like C2 (100uf 25v) is leaking on the driver board. This is the voltage that is supplied to U20 switch matrix column. The voltage is varying because of the corrosive electrolyte from C2. If it looks wet under C2, then likely it already started eating the pads/traces under it. So you would want to lightly sand on it until you see the copper traces and then treat with vinegar and clean with alcohol.
