    My Ballast is bad and I need to change it out. If I touch these exposed wire ends when my machine is off, am I going to get shocked? Does it hold a charge? Thanks.

    No, you're safe. No charge is held in those.

    Capacitors hold charge, and for gods sake, if you've got arcade machines, under the anode cap on a CRT monitor is DANGER zone Treat with utmost respect !!

    I would unplug the machine from the wall outlet before swapping a ballast. If the cord has been replaced incorrectly or installed incorrectly from the factory (neutral and hot reversed), you could get shocked, even with the machine turned off. This is extremely unlikely but better safe than sorry!
