Time to put things down and chill a little. It always helps me to rest the mind for a while, then reattack a problem.
The blanking signal originates at the ASIC. It holds the AV board and the driver board in reset until power stabilizes and basic initialization of the CPU software completes. The signal goes thru R90, U5, and U21. All of those would be suspect in addition to the ASIC, but I wouldn't go there yet.
Use your logic probe to see if the data and address lines on the 6809 are toggling. I suspect they will be since the DIAG LED is pulsing regularly. But, it's important to know.
I assume that the DIAG LED is pulsing at a constant rate vice flashing a code?
