It really is very low risk if you follow the advise above. Just go slow and be careful with the force applied to the chip and board. Also triple check the orientation and alignment when inserting the new rom. Go for it.

I believe the apron is held on by the two screws in the very front, then the whole apron slides back (push the apron away from you) and it will unhook from the playfield.

Get in there with some quick wood epoxy. It should bond those loose layers together nicely. Then sand down to original shape and cliffy over. Done.
