If you reconnect the playfield to the rectifier board, but disconnect J2 from the MPU board (J2 is the playfield switch harness), does the machine start ok with 7 LED flashes on the MPU board?

When you made the voltage measurements on the rectifier board, was the J3 connector for the backbox connected? If yes, the TP3 voltage looks low.

If disconnecting J2 from the MPU board allows the game to start properly, then you have a short circuit at one of the playfield switches to something else, possibly a switch short circuit to a lamp socket.

Lift the playfield and carefully inspect all the switches.
