Do you have about 6vdc at the flasher socket leads? As measured with the red probe of voltmeter on the socket lead and the black probe on the grounding cabinet strap and voltmeter set to read dc volts.

Does casters club flasher light if you briefly ground the bulb socket on the blu-org wire? Use a jumper cable with aligator clips and carefully ground that wire to the cabinet strap ground in the bottom of the cabinet.
Now use the same jumper cable to briefly ground the metal tab of Q22 on the power driver board.
Other end of cable connected to the backbox ground strap that goes around the backbox.
Does it still light up?
Suspect Q22 on the power driver board. Test and replace if bad using pinwiki transistor testing procedure

Could also be Q21 is bad, need to test and replace if bad using same procedure.
