Are the two big solenoids on the Sequence Bank firing when those lights reset? If so it may be because the switches in the red boxes are stuck closed or shorted.

More likely is the single switch in the smaller red box. Unfortunately my schematic isn't clear enough to tell which relay that is but it's either the TB or DB relay in the Control Bank (of trip relays). Use the wire colors in the schematic to find the switch.
