Technically it can be cut, but that is not preferred, however if you go cheap you may not care how bright or long it lasts.

Thanks northvibe those 2 were really informative. The second one shows exactly what to do. The sign is big so it will be an expensive exp. but it really does need to be lit.
The illuminated aprons that are sold through pinball dreams have an EL sheet which is cut to shape to fit the underside of a metal apron precisely so I would say yes.

How big is the sign? You can use an old led tv.

You can find a 30 led TV in the junk yard for free. Spend 10 minutes tearing it apart. Cut the plastic diffusing layers to fit your sign and then add a small strip of leds around the inside of the outside edge of the sign and finish with a light masking cover on the back. Your done for 5 dollars. Use a RGBW string if you want to change colors once in a while. This may cost an extra 5 bucks tho.
Personally I would stay away from EL paper because it's usually very noisy.
I would lean more toward something LED illuminated, either something like what GRUMPY suggested or an edge-lit Light Guide Panel.

Yes that would work nice but it would have to be cut in that shape.
