Could be a couple things - not spraying soon enough or not waiting long enough - need to check what is says for cure time. Could be humidity or temperature. Could be mixing two different brands of paint. I've had that happen even using the same paint sometimes.

Yep, the "soon" is mainly for respray of the same color.
