Well, for one, none of the original Cactus Canyon code is in CCC. I wrote it from scratch.

As for what's going on in that very particular set of circumstances, I'd have to test it myself and review the code. Because I use the targets in the updated gold mine multiball as 'bandits' I don't think I was planning for allowing the 2 to stack, but I also don't think I have any catch in for the situation you're describing, so it tries to start, and then things get weird because of how the target handling works during multiball.
