Cabinet decals - clear film?

    Friend of mine has a Funhouse that has had new cabinet decals applied. Around the legs it is wrinkled quite badly because the restorer did not fit the metal brackets or cut around the decal.

    I took the legs off earlier and was surprised to find that this wrinkling is all in a separate clear film that appears to be separate to the actual decal, but adhered to it (not very well in the case of my friends pin)

    Heating and pulling this clear layer up and then reapplying it with a squeegee made it look a bit better, but not great.

    As far as I can see this clear film could (or already should?) be removed from the decal with no ill effect? Doing this would fix my friends wrinkling properly.

    Before I do this - is there some reason that the clear layer on top of the decal needs to stay in place? Should it have already been removed?
