IMO Judge Dredd is the best game on your list. If you are looking for family friendly tho, may not fit that bill.
Shadow is amazing, but probably too difficult for a one pin family game. Kids may find it more frustrating than fun.
In your price range WCS94 would be my recommendation. Fun for the entire family.
