I would say check the J120 and J121 connections in the backbox.

Are you getting 12V at TP3 (or, alternatively, does LED1 light up)? That 12V is regulated down from the same 18V source as TP8. If you don't have regulated 12V either, then check your J101 connection. If J101 seems fine, there may be a problem at BR1, C6, or C7, but you should consult with someone more knowledgeable than me at that point.
