Carefully (yes, carefully. start with a small bit and work up, go slow) drill out the screws, they might loosen during the drill out. Re-tap the weld nut for a slightly bigger screw if necessary. All fixed.

If you want to apply heat use a soldering iron if you think its red loctite holding you back. Heat the nut not the screw if possible.
Apply WD-40 to the area.
Use a pin punch and tap the stuck screw lightly 50 to 100 times with a fast regular cadence. Apply heat let cool and do it again.
Vibration will loosen stuck screws. Often you will see the screw move slightly or wobble during the tapping sequence.
Use decent, new or carbide drill bit 3/32 or less. Oil the tip of the drill bit. Try to punch a dent in the screw with a pin punch for the bit to center. Firmly apply the drill motor for a long time, it will cut.
