I owned an F14 with similar issues. Mylar was bad and inserts were raised, some for 1 mm!

One thing: when removing mylar: use freeze spray!!!! You'll probably save all your insert decals. Sloppy flippers can be rebuilt, maybe just a case of bad bushings or a wrong coil.
