    With 34 A/C input the output should be 34 x 1.414 -1.2 = 46.86 You measured 45 volts, nothing wrong here.

    The diagram is only showing one winding on the high voltage side of the transformer which would indicate that there is no high taps available on this transformer. So what you have is what you got.

    It could be that the coil on this relay has shorted and drawing to much current and needs to be replaced.
