That's the way I read it, too. It looks like that short lever should be pulled in by the short spring so that it catches the gear tooth and pushes it forward on the next stroke. I'd put a drop of gun oil on the pivot point after freeing it up. I'd take the assembly apart and inspect for corrosion, then oil it.
