I think this might be intentional.
Remember, he isn't a bounty hunter now. He's basically a kingpin and has to play politics for the first time in his life. That's going to lead to a lot of mistakes on his part.
Also, he wants to rule with respect. He can't go killing everyone involved in a disagreement. Politics comes into play again.
Moreover, he's clearly injured and is trying to recover using the bacta tank. They're making it pretty clear that he isn't 100% healthy. You have to factor that into him behaving more like a lawyer vs bounty hunter.
I hope he gets sick and tired of the politics though 
... there are far too many corrupt players that have no respect for any kind of order (not like the rules of a Daimyo on Tatooine lend themselves well to the kind of order that leads to free and peaceful lives ).
