In your schematic image above, the Outhole, Ball Index, and a score motor switch activate the Ball Count Unit Reset.
If the Ball Index Relay has not pulled in, then that switch should be open. But power is still getting through, so I would check the switch on the Ball Index Relay really is open (or shorted).
