MPU has no flashes. TP2 has no voltage. Reflowed solder on the driver board. All fuses test good. Not sure how to test the AC voltage at the driver or if those voltages will effect the 12v at the MPU. Driver has all the proper DC voltages.

TP2 at power supply, or MPU? The MPU TP2 is a return(ground) you won't see DC voltage there. TP2 on power supply is +190VDC for the displays. Do you have schematics?
TP1 MPU should be +5VDC, if you don't see it there, do you have +5VDC at TP1 power supply board? Not sure why you are asking about AC voltages - not important until finding out where/what DC voltage(s) might be missing.
TP1 is 5.2v, Test Point 3 14v
Changed the 6803 CPU chip and now the game has a solid LED on the MPU board. At first I think it blinked about 3 times, but hasn't done that since, only one solid LED at power on.

You don't have a power problem. The solid LED is indicating no boot up errors. The time it blinked three times indicated a possible U4 error.
Changed the 6803 cpu chip, no change. Programmed the U2/U3 roms, no change. tested the 6821 pias (were good) no change. What I did notice is the U2 Rom is getting hot quickly. Thoughts?
Voltages at MPU are all good.
