Have you done a switch test through the setup function to see if works during the test? Go to Internet pinball database www.inpb.org and download the operator manual. It will explain how to do it.
Check the diodes on both switches and make sure they are okay. Set your multimeter to ohms and check the continuity of the diodes.
Do you have the playfield schematics?
