That's the way the factory wired them. Those magnets draw a lot of current, so WMS wired both relay contacts in parallel to make them last longer. If the fuse and fuse holder are good, try filing the contacts. These, and the flipper contacts are the only ones you should file in this game.

It's hard to tell from the photo, but make sure the other side of the fuse holder is still connected to the coil supply voltage. The white / red wire from the relay contact should connect to the ground post in the backbox.

The magnet coil could be open, so check that with an ohmmeter if you have one. Resistance should be around 4 ohms. If you pull the fuse, you don't have to unsolder the coil to test it.
