Upon power up it always ejects one ball into the shooter lane. Brand new power supply. Replaced c31 and c27 on the cpu. Not sure what else to check. Works fine otherwise after power up.

Check your trough switches in switch test. Maybe a diode /wire lead broken off.
3 balls in game as well.

Sounds like the blanking circuit isn't working properly.

Make sure the Blanking signal pull-up resistor R195 is in spec and soldered in place.

Maybe the AND gate is not working properly. This is IC1 on the Driver Board for the trough.
