There has to be a short I can do diode yet on empty fuse bracket.theres continuity, i changed the lamps bridge rectifier no change.please watch this 30 second video hope someone can help thanks.

The test you did doesn't prove anything.
Please describe why you think you have a short.
Gottlieb System 80 games use pop bumper driver boards for each pop.
Your measurement is probably reading a portion of the PBDB circuitry.
