Our BK2K has had a weak flipper for some time. It hasn't been used in a long time and when I fired it up a few days ago, the upper flipper was barely moving. I suspect the coil might be going bad for some time.

I confirmed it was not in a bind, but when I held it down both flippers stopped working. I suspect that is a blown fuse.

Reading through the guides, it seems I need to use my DMM to do some testing on the coil after replacing the fuse.

Is that my first course of action?

Real newbie here, so I apologize if these questions are dumb.

Coils rarely go bad like this.

Sounds to me like the pull winding has broken - check where the wires solder to the terminals on the coil - it's easy to unwind a turn and reconnect a broken wire to the terminal.

Make sure there is no mechanical binding - check the wiring is intact - check EOS switches are well adjusted and clean.
