Turn the game on and only get gi
All voltages are correct except only getting 2.5 volts instead of 5 volts. Brand new power supply installed.

Sounds like another board may be loading down the power supply.
Try to disconnect all the connectors on the power supply except the bottom right and measure 5v, 12v, and -12v. I think this is the correct connector coming in from the transformer.
If the voltages are good, then you need to plug in one board at a time to see if it loads down the 5v.
