Have you replaced the 40 pin interconnect?
When you replaced IC17, column 4 is still not triggering?
Column 5 is on IC18 so I wouldn't expect a change there unless you replace it (not sure that is needed since replacing IC17 didn't fix column 4).
Next suspect is IC11. Do you have a logic probe? If so, can you see if each column signal coming from the PIA is pulsing?
