If you've seemed to have gone thru all possibilities and still can't figure it out, try replacing it. I just replaced the coil on a Williams 0-9 unit that tested fine, but the plunger was only twitching when energized. It's the third time that a seemingly good coil-at least ohm-wise-hasn't been (different machines).
