Coil fried and plunger sticking in it ?
Sommething else sticking it ?
Or that score reel needs a thorough cleaning if it won't turn.
LTG : )
Does the game even start to play like that? It should not. If it does play, you’ve got bad switches on the score reels.
Like Lloyd said, bad coil or locked on coil. You should be able to index the score reels when power is off.
It won't play like this. It will try to reset to zero, but it's stuck on 9 and won't advance. It just keeps tying.
Ok. So you know the problem is with that score reel. The game knows there’s a problem somewhere, which is why it won’t play.
You’re going to have to clean the score reel
For how to take the score reel out of the machine and manually set the reel to zero you can try the GOLD STRIKE series of videos on this site. I've found watching them has helped me a lot. https://www.youtube.com/channel/UC3KFf9aAsr8ynTPRnmkBFAw/playlists
Also this site is invaluable for trouble shooting, just type in "EM" in the site's search area.

and for future reference and to avoid confusion, the 'counter' is the little device in the cabinet that keeps track of games played; this is a 'score reel' problem.
Quoted from duanepc:I've tried to move it manually from behind, but it doesn't budge. Any suggestions?
Are you trying to advance by pushing the plunger?
To be honest, we just got this machine without any prior experience. So, it is all very new to me. I knew there would be maintenance involved so now comes the learning. I understand now that it is the score reel that is stuck. I will check out the videos.
I don't know where the plunger is.
The videos will show where the plunger is. It’s the piece that is attached to the metal rod that goes into the coil when the coil is energized, and goes back out of the coil when the coil is no longer energized.
