Well, it could be a power supply problem - that's a good place to start, checking the DMD panel is getting power.

The common failure that causes this seems to be the HV supply on the DMD board itself failing. That's what I'd check first.

Well, that's unfortunate. Presumably there's a problem with the PSU. 21V could well do damage. That would be the first thing to fix. Perhaps the panel will come up OK with the right supply voltages, but it's fairly likely that 21V has killed it. It is possible to repair these, fortunately, and given their value, probably worth it.

Alternatively, get a SmartDMD...! A bit of messing about, but should be worth it.

(Edit - didn't know that some displays require 24V. That would explain it, but worth checking that this really as it should be.)
