    1099 him all the funds you lost. The IRS will go after him! I use to settle bad debts this way.

    Then contact your local FBI office to file a complaint against him. If you file a lawsuit and win. (And you probably will win) its a whole different story when trying to collect.

    Or you can go the underground way and hire some cleaners on commission to collect for you

    Again you all can 1099 for the all money you sent him. Then write it off as a loss on your taxes.
    Let the IRS go after him. And take it one step forward and notify the IRS of his shady business practices. More then likely they will audit him and all his businesses. Especially if he has a non-profit as a shell company.
