Unfortunately the seller doesn't come out ahead because now he has to deal with negative ebay feedback and a negative thread on here. Whereas buyer gets off scot free without ever having been even inconvenienced.

Since the buyer picked up the item and paid cash, what recourse would he have if he got it home, plugged it in, and nothing worked?
I understand that the seller claimed it was 100% working, but what recourse would the buyer have if that was not true? Is eBay going to try to force the seller to return the cash? There is no PayPal involved.
Not testing the pin is basically betting $2000 on the honesty of a stranger without any recourse, or am I missing something?
No one has suggested this giant strawman. But if the buyer paid in cash then he is going against ebay rules. Even if you pick up in person you must still pay through ebay/paypal.
