I purchased a Swemmer board for diagnosing Gottliebs, I like it.
That board looks salvageable to me....or at least I'd be trying to save it. If you don't plan on using it id give you 10 bucks plus shipping for it. 
In my experience it's those damn ROM daughter boards that cause issues in Gottliebs. YMMV.
