I've definitely got to go with Street Fighter 2 here. I bought a pretty decent one a few weeks ago for $1100, and I have been enjoying the heck out of it to be perfectly honest.

Don't dismiss a Big Guns or jokerz. Fun system 11s with a bad wrap for some reason. Probably could be found around 1000.
There are a few dmd that hover around 1000 too, like Teed off (probably without topper) and Cue Ball Wizard. Both tremendous deals at 1000.
Tee'd Off is great value in that range if you can find it, but they are usually $1200-$1500 range. I know an operator who has 5 of them on location, and he doesn't want to sell any for less than $1500, probably because they still earn well for him. Jokerz may be OK for less than $1000, but it definitely has a bad rap for some reason. I still say Street Fighter 2 is the best bet all the way around. You get a modern game from 1993 with DMD, tons of shots, clear objectives, ramps, and lots of fun for the money. Glad I bought it.
