my best guess without a schematic is it will keep doing that until you replace the 2N3440's near it - one is likely dead short. Do the caps while you are there.. Congrats on the purchase.. nice potential

this section drives your displays.. They may well behave better if you fix it but dont just replace the resistor or it will just burn again
