From the poll Congo for me love that game good sounds cool toys that are very unique the rest are all very fun games as well.
Fish Tales has some of the best artwork, colors than almost any game ever made

Wh20 is the best and most sought after on that list and I'm not sure it's even a (b) title? Congo is good also but theme holds it back. Ft is really good and seems harder to find also. I consider bsd a (b) title and one my favorites and still a good buy today.

Is there a documented consensus on which games are A, B, C, ...
Personally I'd do them in this order... and any B+ game would be an easy "answer" to your question.
Order is based upon list of all WPC-DMD games and comparison to Pinside Top 100 and IPDB ratings and my own impression for those that didn't fit nicely... and yes I realize the Pinside Top 100 should be taken with a huge grain of salt):

What’s that got to do with anything, lol. Stern one is a top 5 title and the DE is one of their best releases in my opinion, although not as good as Bally/wms machines... I’d rather have DE JP than no fear. Just my personal preference of course.

There is no such thing. You are just making shit up. A title, B title, 417 title, :-: dash dash dot title, boo stinky title, and the bash this not that title. Better, rankings, I like this not that, and other pinball sites have nothing to do with paying thousands of $ for an adult toy. When will people realize that there will always be those that like and dislike the least and the most regarded items in every single thing that exists. I swear, this site has zero to do with pinball lately.
This feels like 2 lists. A and B.

For the record, I would choose Congo, but I know a lot of people like white water. It just isn't my preferred style of game.

I think the OP should just give a dollar amount. That would solve this much quicker.
